Identifying African American Gifted Children Using a Behavioral Assessment Technique: The Gifted Children LocatorFlorida A&M University This article describes an alternative nontraditional technique for identifying gifted African American children. This measure more adequately considers the cultural norms and values of the African American community whereas traditional measures define giftedness according to a European cultural value standardL The redefinition of giftedness from anAfrican cultural-centeredperspective of optimal performance is discussed. The Gifted Children Locator (GCL) for Parents (GCL-P) and Teachers (GCL-T) are presented as criterion measures developed to identify AfricanAmerican children who have exhibited outstanding performance through a behavioral observational-interview rating scale. Initial reliability and validity studies are described.
